Dame Shirley Pearce to lead teaching excellence framework review

Review will assess whether process behind TEF ratings are ‘fit for use’ and whether scheme is in the public interest

Dame Shirley Pearce, chair of the London School of Economics, has been appointed to lead an independent review of the UK’s teaching excellence framework.

Dame Shirley, who was vice-chancellor of the University of Loughborough from 2006 to 2012, has been tasked with reviewing whether the process by which TEF ratings are determined, including the sources of statistical information used, are “fit for use”.

She will also report on whether the names of the ratings under the scheme – gold, silver and bronze – are appropriate, and the impact of the scheme on the ability of higher education providers to “carry out their functions”, particularly those relating to teaching and research.

Dame Shirley, who was appointed by education secretary Damian Hinds, will also assess whether the TEF is in the public interest.

She will establish an advisory group to assist with her review, which will conclude in summer 2019.

Universities minister Sam Gyimah said that Dame Shirley will conduct the review “to guarantee the maximum efficiency and precision of the TEF ratings process”.

Dame Shirley added that the review is “an important opportunity to look at how the TEF is being delivered and to make recommendations for its future development”.

“I am pleased to be taking on this role and look forward to hearing the views of the different providers of higher education as well as the students, employers and general public who are such important audiences for the TEF,” she said.
